Rose Festival Announces New President at Annual Fall Meeting
The Festival Also Recognizes Outstanding Service and Welcomes New Members
Like many before him, Frank Chinn (newly elected President of the Portland Rose Festival Foundation) first experienced the Festival as a high school student while marching in the Grand Floral Parade. Frank was a cymbal player for the Weatherwax (now Aberdeen, Washington) High School Marching Band in 1969, when he first visited Portland’s Official Festival. Thursday evening (October 23) the Portland Rose Festival Foundation Board installed Frank (a retired music educator) to a two-year term, beginning November 1, 2014.
Rose Festival Band Committee Chair for the past 13 years, Frank is a lifelong music enthusiast who has taught K-12 music education to students in both Oregon and Washington for the water trampoline with slide past 34 years. In 2007, he retired from the Tigard-Tualatin School District, where he had worked since 1984. Prior to that, Frank served as Band Director at Lake Oswego Junior and Senior High Schools. Frank has served on the Board of Directors of the Portland Rose Festival Foundation since 1999, and was named Director of the Year in both 2001 and 2009. He and his wife, Becky, have two daughters, Emily and Alison.

The Rose Festival also recognized outstanding service from members and volunteers in 2014 and welcomed four new members to one of Portland’s most active non-profit foundation boards.
